Meet Our Management Team

Chris Liu, Director

Chris LiuChris Liu has been director of Enterprise Services since June 1, 2013. Prior to that, he was the director of the Washington State Office of Minority and Women's Business Enterprises, an agency charged with helping under-used businesses to get contracts with state and local agencies and schools.

Prior to that, Liu directed retail services for the state Liquor Control Board. He also headed up the Washington Lottery for five years beginning in April 2005.

Previous to government service, Liu had a 30-year career in corporate executive positions.

He earned a bachelor’s of science in business marketing from the University of Hawaii, his native state. As the son of a military father, Liu has lived in Argentina, Brazil, China, Germany, Canada, Spain, and Italy, as well as other parts of the United States.

He is a Navy veteran. He also holds a private pilot's certificate and is an avid outdoor enthusiast.

Bob Covington, Deputy Director

Bob CovingtonBob Covington is a Certified Public Accountant with 26 years of experience in leadership positions, delivering a broad array of services to state and local government organizations including, financial management, audit, information technology, medical claims processing, facilities management, fleet, printing, consolidated mail, and consulting services. Bob is currently Deputy Director for the state Department of Enterprise Services.

Prior to joining Enterprise Services in April 2014, Bob was Director of Accounting and Financial Services for the Washington State Department of Transportation. He has also served as Chief Information Officer and Payment Integrity Director for Washington State’s Medicaid agency; Financial & Management Consultant with Sterling Associates, LLP; Chief of Accounting Services for the state Department of Social and Health Services; and State Examiner with the Washington State Auditor. Bob also served six years in the Air Force and Washington Air National Guard.

Jeff Canaan, Deputy Director

Jeff Canaan brings a rich set of skills and experience to Enterprise Services – including two years leading the department's Workforce Support and Development (WSD) division. Jeff believes the purpose of any organization is straightforward: Create loyal, satisfied customers and engaged, satisfied team members. In WSD, team members built a culture to fulfill that purpose. By engaging with customers, understanding their expectations, listening to feedback, and improving services accordingly, the WSD team measurably increases customer and team member satisfaction. Jeff is honored to bring that same mindset to the Deputy Director role at Enterprise Services.

As Deputy Director, Canaan is responsible for supporting the agency's contracts and procurement, risk management, technology, finance, workforce support and Lean transformation services teams. He has expertise in policy development and legislative strategy as well as customer and stakeholder relationship-building. Before his tenure at Enterprise Services, he served as both the Lead Policy Assistant to the Director and Deputy Director for the Washington State Department of Agriculture.

Canaan earned a master's degree in theology from Wheaton College in Illinois and a bachelor's degree in mathematics and computer science from Western Washington University. He also received certification from the Cascade Executive Management Program at the University of Washington Evans School of Public Affairs.

Jeff's career includes work as a software analyst, high school English teacher, and more than a decade as proprietor of an organic farm.
