As ORM has the authority to authorize state agencies to make direct purchases, it has established a procedure which allows state employees to purchase notary bonds directly from the state broker of record.

  • RCW 42.44 requires all individuals applying for a notary certificate in Washington state to file a $10,000 notary public bond with the Department of Licensing prior to their appointment as a notary public.
  • RCW 43.41.310 places the responsibility and authority for the purchase of commercial insurance and bonds for all state agencies with the Office of Risk Management (ORM).

New appointment or renewal of existing notary public appointment

Please note that the process for a new or renewal appointment for a Notary Public will take three to four weeks to process. To expedite the process, it is important that the steps below are followed:

Notary bond

BEFORE YOU GET STARTED:

  • Only employees of the state of Washington can issue a Notary Bond and only for yoursellf as an employee of the state of Washington.
  • Payment can only be made by a state-issued credit card.
  • The cost of the Notary Bond will be $40 and the Bond will be good for a four (4) year period.
  • New and expired Notary Bonds can be processed immediately.
  • Renewal Notary Bonds cannot be issued more than 90 days prior to the renewal effective date.
  • $10,000 Notary Bond does NOT include Errors & Ommissions (E&O).
  • We recommend that ONE person in each office issue all the Notary Bonds for that office.

To start the process -- send an email to Notarybonds@alliant.com requesting access to the website to issue your Notary Bond. Conni Scott or Joyce Roberts will send you the website and the current paswword, along with the step-by-step instructions to issue your Notary Bond.

Once issued, Notary Bonds run the four year term of the Notary, there is no cancellation and no return premium.

DOL will mail the notary certificate to the employee’s address as provided on the application. For questions, contact DOL, Revenue Accounting at 360.902.7414.

Notary stamp

  • After receipt of the notary certificate, you can order your notary stamp via email through ProStamps.biz.
  • Scan your certificate and send a copy via email to prostampsnw@prostamps.biz. Include in your email the type of stamp you want (round--with or without “rope” style outline—for $11.58 or rectangular—with “rope” style outline $5.82). Specify ink color: black, red, purple, blue or green. Include your shipping and billing address. You can provide payment information at this time if you wish.
  • If you do not specify, the default style and color will be sent to you. This is the round stamp, without “rope” outline, with black ink. If payment information is not provided, you will be billed.

Applicant signature on the application and bond MUST BE IDENTICAL.

Procedure for name change

  • Send a copy of your current notary certificate, a copy of your current bond and a letter (include current mailing address) requesting a name change to Alliant Insurance Services at the address below.
  • Alliant Insurance Services will procure a rider to the existing notary bond and mail the rider directly to you.
  • Send the rider, along with $15, to the Department of Licensing. Make remittance payable to the Department of Licensing.

  • Order a corrected notary stamp through ProStamp.biz using the same procedure as noted above.

Procedure for change of address

Send an email showing your previous address and the new address directly to the Department of Licensing at notaries@dol.wa.gov. Include your birthdate as an identifier. You may also send this information to the address below. There is no charge for a change of address.
