The 2011 state law that established the Department of Enterprise Services as the state’s central services agency included a requirement that the state Office of Financial Management (OFM) review specific department programs and services every two-year budget cycle starting with fiscal year 2011-13 and ending on June 30, 2018.
Under the statute, OFM selected up to six different Enterprise Services activities and programs, and then directed the agency to conduct a competitive procurement process to see if the services can be performed by the private sector in a more cost-effective and efficient manner.
