DES seeks comment on draft environmental review for Legislative Campus Modernization

OLYMPIA - The Department of Enterprise Services (DES) is seeking comments through Sept. 19 on a draft environmental review for Legislative Campus Modernization (LCM).

In addition to replacement of the Newhouse Building, expansion of the Joel M. Pritchard Building, and interior renovation of the John L. O'Brien Building's third and fourth floors, LCM includes a subproject known as LCM Global that would:

  • Remove the Visitor Center building.
  • Replace the adjacent parking lot with reconfigured parking layouts (east half of Opportunity Site 6).
  • Close Water Street Southwest, limiting access to staff vehicles only.

The draft environmental review is called a State Environmental Policy Act (SEPA) Checklist.

Background on the LCM Project

The LCM Project involves a set of subprojects, including the removal and replacement of the Irving R. Newhouse Building (Newhouse), expansion of the Joel M. Pritchard Building (Pritchard), an interior renovation of the John L. O'Brien Building's (O'Brien) third and fourth floors, and the removal of the Visitor Center, replacement of a parking lot and a road closure (LCM Global sub-project).

Smaller subproject specific SEPA environmental reviews will be developed that focus on the more detailed information that becomes available as design progresses for the Newhouse, Pritchard and O'Brien subprojects.
