Entities Outside Washington State

Entities located outside of Washington state must sign a cooperative contract usage agreement to get access to Washington-led cooperative contracts.
  • Non-Washington state agencies
  • Other state's local governmental entities (city, county, public utility district, school district, etc.)
  • Qualifying public benefit nonprofit (PBNP) whose headquarters is located outside of Washington state

Government entities

Follow these steps:

  1. Check our list of entities with current cooperative contract usage agreements. If your entity isn’t listed, proceed to step 2.
  2. Complete a cooperative contract usage agreement request form. View a cooperative contract usage agreement form example.
  3. Qualifying government entities (state or local organizations outside Washington state) will receive an email after submitting the intake form requesting they review and sign the cooperative contract usage agreement.
  4. We will email you a copy of the completed agreement.
  5. View our growing list of Washington-led cooperative contracts. Entities outside of Washington state are only allowed to use these specific Washington-led contracts.
  6. Identify the contract that you will be purchasing from.
  7. Read the "how to use this contract" section on the contract summary page and follow the instructions listed.

Public benefit nonprofits

Follow these steps:

  1. Apply with the Washington Secretary of State for status as a public benefit nonprofit (PBNP) corporation. If you've already done this, you can go to step 2.
  2. Complete the cooperative contracts usage agreement request form. View a cooperative contract usage agreement form example.
  3. Email the following documents to DES at cua@des.wa.gov:
    • IRS confirmation of 501(c)(3) status.
    • A copy of your filing with the Secretary of State Corporations and Charities System. Use the "Corporation Search" field to find your entity.
    • Statement of funding source(s): Show the local, state, or federal agency that provides you funds, the term dates, and dollar amounts. More details are available on page 2 of the contract usage agreement.
  4. After you have submitted a cooperative contract usage agreement request form:
    • We will review your request form and supporting documentation to confirm your eligibility. We will contact you if we need more information.
    • After we finish our review, we will email you a copy of the completed cooperative contract usage agreement and your organization will appear in the appropriate list of entities with signed cooperative contract usage agreements. At that time, you will be able to start using our Washington-led cooperative contracts.
    • Your cooperative contract usage agreement will remain in place for five years if you continue to meet the criteria for being a PBNP.
  5. View our growing list of Washington-led cooperative contracts. Entities outside of Washington state are only allowed to use these specific Washington-led contracts.
  6. Identify the contract that you will be purchasing from.
  7. Read the "how to use this contract" section on the contract summary page and follow the instructions listed.
