State agencies are strongly encouraged to purchase – through a power purchase agreement (PPA) – 100% electricity for state buildings and facilities that is generated by renewable sources such as solar or wind (or Green-e certified, which means its greenhouse gas emissions have been offset by Renewable Energy Credits).
