Hand Cleaners

Green purchasing guidance for hand cleaners, including foam, liquid, cream, and powdered hand cleaning products.

Required specifications

The following have been identified as green specifications relevant to the good/services as minimum mandatory requirements. These would not be part of a scored exhibit. If you are using the Washington state procurement manual templates, the following should be inserted in the relevant document that describes the product or performance requirements.

  • All non-antimicrobial hand soaps must have one of the following third-party certifications:
    • Green Seal
    • Safer Choice
    • UL ECOLOGO
    • Cradle to Cradle Certificate or Material Health Certificate: v3.1 at the gold level or higher OR v4.0 at the silver level or higher
  • No use of antibacterial hand soaps (unless requested by a medical facility)

Preferred specifications

The following have been identified as green specifications relevant to the goods/services as preferred specifications to be scored. These would be part of your evaluation. If you are using the Washington state procurement manual templates, the following should be inserted in the relevant document that is used for evaluation.

Environmental and health attributes include hand soaps that also: 

  • Have one of the following certifications: USDA Biobased or USDA Organic 
  • Are free of fragrances and dyes 
  • Manual hand soap dispensers that require users to touch them. 
  • Ability to offer individual cartridges rather than bulk hand soaps. 
  • Use of liquid hand soaps rather than foaming hand soaps. 

Although foaming hand soap products reduce water consumption compared to liquid hand soaps, they may be less effective at getting rid of germs.
