Green purchasing guidance for insulation, including: batt, board, blow-in products.

Required specifications

The following have been identified as green specifications relevant to the good/services as minimum mandatory requirements. These would not be part of a scored exhibit. If you are using the Washington state procurement manual templates, the following should be inserted in the relevant document that describes the product or performance requirements.

  • The product shall currently have at least one of the following third party certifications:
    • Cradle to Cradle Product Certificate or Material Health Certificate: v3.1 at the Gold level or higher OR v4.0 at the Silver level or higher
    • Scientific Certification Systems (SCS) Indoor Advantage Gold
    • UL GREENGUARD Gold
  • Cellulose insulation must have at least 75% post-consumer recycled content, which meets U.S. EPA’s CPG for Cellulose Insulation. Fiberglass insulation must have at least 20% total recovered material, which meets U.S. EPA’s CPG for Fiberglass Insulation
  • Loose-fill fiberglass insulation may not be offered.

Preferred specifications

The following have been identified as green specifications relevant to the goods/services as preferred specifications to be scored. These would be part of your evaluation. If you are using the Washington state procurement manual templates, the following should be inserted in the relevant document that is used for evaluation.

  • ENERGY STAR certification
  • Compliance with CA Title 24 Energy Efficiency Requirements
  • Formaldehyde-Free verified by SCS, UL or another third-party certifier
  • USDA Certified Biobased products by the USDA’s Bio-Preferred Program
  • Have a third-party transparency label disclosing ingredients such as a Health Product Declaration (HPD) or Declare Label
  • Avoidance of Hydrofluorocarbons (HFCs)
    Statutory Preference for Products Containing Hydrofluorocarbons. Pursuant to RCW 39.26.310, Enterprise Services is providing a bid preference in the amount of five percent (5%) per product line item tested to any bidder that provides products that [do not containing HFCs/contain a low amount of global warming potential refrigerants/are not designed to function only in conjunction with HFCs/are not manufactured using HFCs/are manufactured with a low amount of global warming potential refrigerants]. Bidders who seek to obtain the five percent (5%) bid preference in Exhibit C-Bid Price must identify the products [not containing HFCs/contain a low amount of global warming potential refrigerants/that are not designed to function only in conjunction with HFCs/are not manufactured using HFCs/are manufactured with a low amount of global warming potential refrigerants] as indicated in Exhibit C – Bid Price.
  • Recycled Content Purchasing Preference Policy (POL-DES-255-00) states, "In establishing environmental requirements and preferences for products that contain recycled materials, agencies shall reference the current U.S. Environmental Protection Agency's Comprehensive Procurement Guidelines (EPA CPGs) as the minimum standards for the state of Washington."
    Statutory Preference for Recycled Content Purchasing. Pursuant to RCW 39.26.255, Enterprise Services is providing a bid preference in the amount of ten percent (10%) per product line item tested to any bidder that provides products that have exceeded one of the recommended content level percentages or the minimum product specification, as designated by the current EPA's CPG standard. Bidders who seek to obtain the 10 percent (10%) bid preference in Exhibit C-Bid Price must identify the recycled content level of the product or indicate the product meets product specifications in Exhibit C – Bid Price.
  • Products with a higher percentage of recycled content than the applicable U.S. EPA CPG for this category are eligible for a price preference of at least 10%.
