Safety and Personal Protective Equipment (PPE)

Green purchasing guidance for firefighting agents and personal protective equipment, including: body protections (like kevlar), coveralls/turnout gear, ear plugs, flares, fire extinguishers/foam, first-aid supplies, gloves, helmets/hard hats, holsters, respirators/masks, safety tape/flagging tape, and safety vests/clothing/safety suits/footwear.

Required specifications

The following have been identified as green specifications relevant to the good/services as minimum mandatory requirements. These would not be part of a scored exhibit. If you are using the Washington state procurement manual templates, the following should be inserted in the relevant document that describes the product or performance requirements.

  • Class B firefighting foam containing PFAS is prohibited.
  • Minimal contents of a generic first-aid kit for workplace settings must be as described in ANSI/ISEA Z308.1-2009, “Minimum Requirements for Workplace First Aid Kits and Supplies."
  • Fire extinguishers with fluorine are prohibited
  • Gloves containing polyvinyl chloride (PVC) and powdered latex are prohibited

Preferred specifications

The following have been identified as green specifications relevant to the goods/services as preferred specifications to be scored. These would be part of your evaluation. If you are using the Washington state procurement manual templates, the following should be inserted in the relevant document that is used for evaluation.

  • Avoidance of Hydrofluorocarbons (HFCs). RCW 39.26.310 and DES Purchasing Preference for Products that Do Not Contain Hydrofluorocarbons (HFCs) (DES-310-00)
    Statutory Preference for Products Containing Hydrofluorocarbons. Pursuant to RCW 39.26.310, Enterprise Services is providing a bid preference in the amount of five percent (5%) per product line item tested to any bidder that provides products that [do not containing HFCs/contain a low amount of global warming potential refrigerants/are not designed to function only in conjunction with HFCs/are not manufactured using HFCs/are manufactured with a low amount of global warming potential refrigerants] . Bidders who seek to obtain the five percent (5%) bid preference in Exhibit C-Bid Price must identify the products [not containing HFCs/contain a low amount of global warming potential refrigerants/that are not designed to function only in conjunction with HFCs/are not manufactured using HFCs/are manufactured with a low amount of global warming potential refrigerants] as indicated in Exhibit C – Bid Price.
  • Product has Forest Stewardship Council or Global Organic Textile Standard certifications.
  • Items made from: natural fibers, recycled aluminum, recycled plastic, biodegradable acetate, and renewable materials.

Consideration for purchasers

  • Alternatives to Tyvek include cotton/linen dust sheets.
  • Clothing/suits/footwear that can be recycled, washed, biodegradable.
  • For kevlar: consider recycling for end of life. Alternatives to consider include composite biomaterial, thermoplastic, natural fibers like bamboo and hemp that are biodegradable.
  • For equipment (including holsters): consider plant-based leather alternatives, fungi-based leather alternatives, recycled materials, and biodegradable materials.
  • LED road flares
  • Paper based, compostable safety tape
  • Biodegradable, recycled, cloth or fabric flagging tape
  • Reusable, natural, or recycled material earplugs
  • Bio foam, water mist, environmentally clean gaseous agents, posing zero ozone depletion potential, low global warming potential, non-toxic, biodegradable, non-conductive, fire extinguishers
  • Sustainable/reusable over disposable respirators/masks
