Green purchasing guidance for brakes, including brake pads.
Required specifications
The following have been identified as green specifications relevant to the good/services as minimum mandatory requirements. These would not be part of a scored exhibit. If you are using the Washington state procurement manual templates, the following should be inserted in the relevant document that describes the product or performance requirements.
- Breaks must contain 0.1% or less by weight of asbestos, cadmium, chromium VI, lead, mercury, and 5% of less by weight of copper in brakes manufactured after January 1, 2025. RCW 70A.340
- Brakes and brake pads may not contain persistent and bioaccumulative toxic (PBT) chemicals, unless there is no feasible alternative.
- The Brake Manufacturers Council adopted the LeafMark to inform customers whether a brake pad meets the Better Brakes standards. Whenever possible, purchase brakes with a LeafMarkLevel N standard that complies with the 2025 restrictions.
