Enterprise Services has multiple Master Contracts available to Washington State agencies for the purchase of fuel and related goods. For ease of customer use this webpage includes basic information on the current fuel Master Contracts. Since fuel is a critical operational need for Washington State agencies, Enterprise Services is committed to open communication and collaboration to design a procurement solution that creates value. We are focused on providing the right products for the right price with outstanding performance.

Current Focus:

• Products: carbon fuels (gasoline, diesel, dyed diesel) and low carbon fuels (biodiesel, renewable).
• Price: Leverage our states purchasing power to get better pricing (not daily market prices), Include value-added features to decrease transaction & administrative costs (fuel dashboard – electronic invoices, fuel prices posted, reporting)

This Master Contract is for the on-going replenishment gasoline, diesel, biodiesel, and other fuels.
Deliveries may be either keep full or will-call with Contractors from each designated region. There are separate awards for delivery of renewable diesel and gasoline as new green fuel options. 

Keep Full: eep full is an arrangement between the Purchaser and the Contractor to keep designated fuel tanks above a certain level. With Keep Full, the Contractor may be notified to deliver fuel via Purchaser report, electronic tank monitoring, by Contractor managing the fuel levels, or other agreed upon method.
Will-Call: Will call is for as-needed fuel delivery to a fuel site that is scheduled as part of the order. Purchasers make will call orders directly to the Contractor.

Renewable Diesel: Renewable Diesel award is for fuel blends including at minimum 5% renewable diesel. The renewable diesel award includes both will call and keep full delivery mechanism.
Renewable Gasoline: Renewable Gasoline award is for isobutanol or bio-isooctane fuels and fuel blends. The renewable gasoline award includes both will call and keep full delivery mechanism.

This Master Contract is for marine refueling and includes the purchase of fuels delivered by Truck-to-Vessel, Pier-to-Vessel and Vessel-to-Vessel. This contract covers mobile marine refueling services only and complies with a newly-enacted environmental rule designed to reduce the risk of spills in marine environments.

Delivery: minimum. 40,000 usg for vessel and 3,500 usg for truck and trailer.

Master Contract to supply aviation fuel (avgas 100LL and Jet A) from vendor's fuel truck directly to state agency and political subdivision aircraft at the Olympia Airport. There are no minimum requirements for orders under this contract. Standard delivery and self service options are available for Avgas 100LL.
