A Leader's Guide to Navigating Washington's Budget Process

This course helps non-financial leaders understand how Washington State’s budget system works and how agencies make funding decisions. The class covers the biennial budget cycle, how agency budgets are developed, and how statewide priorities guide resource allocation. You will also learn the purpose of Decision Packages and how budget choices connect to agency mission, goals, and performance.

Performance Objectives: After completing this course, you should be able to:

  • Understand the flow of the state budgeting process.
  • Identify essential budgeting terms and concepts.
  • Read and interpret basic budget documents.
  • Understand how agency budgets align with statewide priorities.
  • Explain the purpose of Decision Packages.
  • Communicate clearly about budgeting needs and tradeoffs.

Intended Audience: Managers, supervisors, and program staff who participate in budgeting or resource planning but do not have a finance background.
