Rulemaking effort moves into next phase – working with stakeholders on a draft rule and implementation plan
DES is re-starting work on rulemaking to adopt parking restrictions on the Capitol Campus, with a focus on Deschutes Parkway. The process was temporarily paused as DES put necessary resources toward responding to the pandemic.
Stakeholder input is extremely important during the rulemaking process. In two phases before the pause, DES held listening sessions with 11 stakeholder groups. DES also sought initial comments via an online survey that more than 1,200 people responded to.
DES is now entering Phase 3 where the agency will:
- Consider options for a rule and implementation plan
- Draft a rule and implementation plan
- Seek feedback and finalize a rule proposal
The proposed rule will then be filed with the state Office of the Code Reviser. Once filed, there will be a public comment period, including a public hearing.
Rule development
DES has formed a community sounding board made up of individuals who represent a variety of interest areas identified during listening sessions and by the survey.
Following initial work with the Community Sounding Board, a draft rule and draft implementation plan will be shared with stakeholder groups and the public for feedback.
Providing feedback before DES files proposed rule language is the best way to bring your information and feedback to the table.
