DES enforceable parking restrictions rulemaking update

As the Department of Enterprise Services (DES) moves forward with a rulemaking effort to consider parking restrictions on Deschutes Parkway and other Capitol Campus roadways, the agency will be engaging affected parkers, community groups, local neighborhoods, campus event organizers and others.

In addition, DES continues to seek initial public comment on the rulemaking effort through Jan. 10. DES began seeking initial comments in November, and has received more than 1,100 submissions to date.

DES would like to thank all who have provided input thus far. Based on feedback, DES plans:

  • A regional approach that involves working with partners, including nearby jurisdictions
  • Drafting an implementation plan along with the rule in coordination with regional and community partners

The upcoming engagements mark phase 2 of the DES process for this rulemaking. In phase 3, DES anticipates working with stakeholders on a draft rule and draft implementation plan before formally submitting a rule proposal.
