Green purchasing guidance for raised pavement markers, including:
  • Various types of raised pavement markers
  • Adhesive products

Required specifications

Purchasers must include these specifications, unless not possible:

  • Recycled content.
  • Product certified to at least one strong, multi-attribute third party certification program.
  • Adhesives meet one of these certifications:
    • Cradle to Cradle Silver or Higher
    • Green Seal
    • UL EcoLogo
  • The product should have an Environmental Product Declaration (EPD), Health Product Declaration (HPD) or equivalent document that provides full product content information.

Preferred specifications

Purchasers should include these specifications, unless not possible:

  • EPA recommends the following private sector standards and ecolabels be used when purchasing adhesives or any services that involve the use of adhesives.
  • To address Indoor Air Quality/VOC Emissions, EPA recommends products meet the California Department of Public Health (CDPH) Standard Method for the Testing and Evaluation of Volatile Organic Chemical Emissions from Indoor Sources Using Environmental Chambers, Version 1.2-2017 (the VOC emission testing method for California Specification 01350). EPA has confirmed that these certifications/ecolabels incorporate by reference CDPH v1.2-2017 (or equivalents) as either optional or required criteria. There may be other certifiers/ecolabels that can provide demonstration of conformity to these criteria.

When form, function and utility requirements are met (which includes performance characteristics), affected entities are encouraged to use the following hierarchy for attaching materials, which is listed in order of preference:

  • Mechanical attachment (i.e., screws or brads).
  • Solid-state peel and stick adhesives that are fully reacted.

Things to avoid

Purchasers should avoid these specifications whenever possible:

  • The product should not contain chemicals that are on the Prop 65 list of substances that are known to the State of California to cause cancer, birth defects or other reproductive harm.
  • The product should not contain chemicals that are listed by the Association of Occupational and Environmental Clinics (AOEC) as an asthmagen. The AOEC list can be accessed at: http://www.aoecdata.org/expcodelookup.aspx.
