Investigator Training Advanced

Course Code: 01-14-IV02

This course provides civil, regulatory, and employee misconduct investigators an opportunity to enhance and sharpen skills related to planning, strategizing, and executing an investigation from beginning to end. It focuses on question design, techniques for interviewing and assessing credibility, and organizing information for documentation or inclusion in a report. The emphasis is on understanding when the standard of proof has been met, what is relevant to the investigation, what to include in final documentation, and how to stay within the scope of authority.

Note: This training may also include a brief review of topics covered in the Investigator Training Core course, such as statutory scope of authority, ethics, constitutional rights, tort, personal liability for errors, managing evidence, referrals, public disclosure, and other relevant topics as determined by the class make-up.

Prerequisite: Participants must complete the Investigator Training Core (01-14-IV01) course before taking this course.

Performance Objectives: Upon completion of this course, you should be able to:

  • Demonstrate an understanding of the ground rules regarding constitutional and civil rights.
  • Determine what information to include in an electronic record or investigative report.
  • Design interview questions to elicit relevant facts.
  • Determine credibility and truthfulness, over the phone and in person.
  • Use the IRAC framework to enhance and organize investigations.
  • Defend your investigative work.

Intended Audience: State employees whose primary job duties involve frequent conduct of civil administrative regulatory investigations, including employee misconduct investigations.
