Project Review Committee (PRC)

The Project Review Committee, mandated by RCW 39.10.220, is responsible for reviewing and approving public body certifications and project approval applications for the utilization of General Contractor/Construction Manager (GC/CM) and Design-Build (DB) delivery methods of public works construction.

Future Meetings

The committee typically meets on the fourth Thursday of alternating months starting in January. (Please note: an additional date in Feb. 2025 has been added and the June 2025 date has been eliminated.)

  • May 22 – deadline for application submissions April 21, 2025
  • July 24 – deadline for application submissions June 20, 2025
  • Sept. 25 – deadline for application submissions Aug. 20, 2025
  • Dec. 4 – deadline for application submissions Oct. 20, 2025

Note to Applicants: Only seven applications can be reviewed in a day and the agenda will be developed from the applications in the order they are received. If more than seven applications are received for one meeting date, then a second day of reviews will need to be scheduled. All project applications need to be on the updated project applications (dated Dec. 5, 2024) by Feb. 15, 2025.

All applications are due between the 15th and 20th of the month prior to the next scheduled meeting. Please submit all applications by 4 p.m. to PRC@des.wa.gov.

Public Body Certification/Recertification Application Forms

All Certification applications are due between the 15th and 20th of the month prior to the next scheduled meeting*. Please submit all applications by 4pm to PRC@des.wa.gov.

*Recertification applications are still required to meet the 90-day application deadline to ensure timely review prior to certification expiration.

Appeal Process

Final determinations by the Committee may be appealed to the Board within seven days by the public body or by an interested party. A written notice of an appeal must be provided to the Committee, and, as applicable, to the public body. CPARB shall resolve an appeal within forty-five (45) days of receipt of the appeal and shall send a written determination of its decision to the party making the appeal and to the appropriate public body, as applicable. The public body shall comply with the determination of the Board (2SHB 1506, Section 109).

Potential Violation Reporting

CPARB's Project Feedback Process Workgroup developed the following documents to assist the public works construction community's need to report on projects that are potentially in violation of RCW 39.10. The goal is to help educate owners and the community on the appropriate and successful application of RCW 39.10's alternative delivery methods for the benefit of the community as a whole. Recognizing CPARB and the PRC are not enforcement nor adjudicating bodies, the intent of the following process is to identify and connect with owners regarding potential violations at the lowest level possible and to identify areas where additional education may be needed.

PRC Current Recruitment

Due March 21 for review at the April 10th CPARB meeting:

  • Owner – Ports (OP1 for 3 yrs)
  • Construction Trades Labor (2 positions; CTL1 for 2 yrs & CTL2 for 3 yrs)
  • Owner – Cities (OC1 for 2 yrs)
  • Owner – Counties (OC2 for 2 yrs)
  • Owner – Transit (OT1 for 3 yrs)
  • Specialty/Subcontractors (SS1 for 2 yrs)

Due April 18 for review at the May 8th CPARB meeting:

Any positions not appointed in April could roll over into May if needed.
