About the Project Review Committee
The 2007 Legislative Session created the Project Review Committee (PRC) through HB 1506 (RCW 39.10) to work under CPARB. The PRC is responsible for reviewing and approving Public Body certification and project approval applications for the utilization of General Contractor/Construction Manager (GC/CM) and Design-Build (DB) delivery methods of construction.
DUE to the Governor's Declaration of Emergency regarding the current health crisis, and in accordance with the Open Public Meetings Act's Emergency Exceptions RCW 42.30.070 the PRC Meeting may be setup in an online format via Zoom.
PRC meetings are currently continuing to be virtual until an in-person location and schedule are identified and approved.

Note to applicants: Only 7 applications can be reviewed in a day and the agenda will be developed from the applications in the order they are received. If more than 7 applications are received for one meeting date, then a 2nd day of reviews will need to be scheduled.
All Certification applications are due by the 20th of the month prior to the next scheduled meeting*. Please submit all applications by 4pm to PRC@des.wa.gov
*Recertification applications are still required to meet the 90-day application deadline to ensure timely review prior to certification expiration.

Final determinations by the Committee may be appealed to the Board within seven days by the public body or by an interested party. A written notice of an appeal must be provided to the Committee, and, as applicable, to the public body. CPARB shall resolve an appeal within forty-five (45) days of receipt of the appeal and shall send a written determination of its decision to the party making the appeal and to the appropriate public body, as applicable. The public body shall comply with the determination of the Board (2SHB 1506, Section 109).
