New pedestrian bridge banner policy takes effect October 6

The Department of Enterprise Services, the state agency responsible for managing the Capitol Campus buildings and grounds, is changing its policy on the hanging of banners from the pedestrian bridge that spans Capitol Way near 14th Avenue.

The current policy requires banners be installed and removed by a licensed and bonded contractor. Additionally, the contractor must have liability insurance since the state assumes no legal responsibility for any claims for injuries or damage resulting from the installation and removal of the banner, or should it fall off the bridge while on display there.

Beginning October 6, 2016, banners will be installed and removed by Enterprise Services' staff only. Individuals and contractors will not be permitted to hang banners.

There will also be a new fee of $130 charged for the installation and removal of a banner. This is in addition to the $65 per week fee charged for hanging a banner at this location. The fee can be paid for by credit or debit card, or by check.

The policy change is needed to ensure public safety and that items hung from the bridge adhere to the department's banner standards.

Like the current policy, the new one requires permit holders to drop off their approved banners at the Enterprise Services Visitor Services office – room 111 of the Legislative Building – by no later than 5 p.m. of the Friday prior to the banner installation, and must be picked up the Monday after its scheduled removal.
